Because many millions of non-deceptive photos are made every day on smartphones that instantly combine multiple exposures to improve picture quality.

When there is no change in the scene and no repositioning of the camera or lens between exposures, it is easy to meet P4’s “one scene” requirement. “Combining exposures” is no longer synonymous with “depicting multiple scenes” the way it usually was in the film era (see #1408).
