device-dependent

“Device dependent” refers to actions, procedures, protocols, and software that can only operate on specific hardware.

The Trust Test is written so that no aspect of TTG is ever “device-dependent.”

Any normal, functioning device or camera that makes normal photographs can make TTG-qualified photographs.

More specifically, there is nothing allowed by the Trust Test that can be done on a smartphone that cannot be done with a standalone camera (often in conjunction with a separate computer) and vice-versa.
