“Millions of images with some AI-fabricated elements are already online without labels.”
“Elements” is the key word
There have been proposals that disclosure labels would only be required on images that are 100% generated by AI.
But . . .
• Any “Only label 100%-AI images” requirement would be easy to circumvent by adding an undetectably tiny “photography-generated” element into any AI-fabricated image to make it exempt from the “100% only” requirement;
and
• Any “Only label 100%-AI images” proposals ignore the capabilities for deception made possible by inserting AI-fabricated elements into normal photographs, as is routinely being done already by millions of photographers.
